<P>PROBLEM TO BE SOLVED: To achieve secure implementation of random oracles in an cryptographic protocol wherein random oracles are used. Ž<P>SOLUTION: When a first public key cryptosystem Π<SB>1</SB>using random oracles is given, a second public key cryptosystem Π<SB>2</SB>is generated by combining the first public key cryptosystem Π<SB>1</SB>with an encryption tool that is not used in the Π<SB>1</SB>. Cryptographic communication is carried out between a receiver side device 110 and a transmitter side device 130 by making use of the second public key cryptosystem Π<SB>2</SB>.
