<P>PROBLEM TO BE SOLVED: To provide a technology for optimally relocating a file from the viewpoint of power-saving. <P>SOLUTION: This file relocation device is connected to a plurality of storage devices, for each of a plurality of files stored in the plurality of storage device, refers to history information of access requests to each file, and acquires the file and the number of access requests at the same time for each of all the files. Then, the relocation device divides the plurality of files into a plurality of groups by grouping the files frequently accessed at the same time. A plurality of files in one group are relocated in the same storage device.
