<P>PROBLEM TO BE SOLVED: To solve a problem of a risk that data required for regeneration may be missing when a transmission rate exceeds an effective band in using a technique of controlling the transmission rate while exploring the effective band. <P>SOLUTION: In the communications device, communication data containing coded data and redundancy data is transmitted. Whether a transmission rate of the coded data is to be increased is determined based on the feedback information transmitted from a moving image data reception device (S406).
