PROBLEM TO BE SOLVED: To provide a powder container capable of achieving miniaturization, while preventing an erroneous detection that a container part to contain powder is completely or nearly filled with powder in error though the container part is not completely or nearly filled with the powder, and to provide a cleaning device and an image forming apparatus. SOLUTION: The powder container includes a first container part 160 having containing space to contain waste toner that is powder falling from an opening located in an upper portion of the powder container body, a second container part 24 having containing space that contains the waste toner and is located in the first container 160, on a route through which the waste toner that falls from the opening falls, a powder transport means 23 to transport the waste toner in the first container part 160 from the containing space of the first container part 160 to the containing space of the second container part 24, and a detection means to detect whether the containing space of the first container part 160 is completely or nearly filled with the powder on the basis of a load applied to the powder transport means 23.
