<P>PROBLEM TO BE SOLVED: To provide a fixing device in which the uniformity of temperature distribution in a heat roller can be improved compared with a background technique and to provide an image forming apparatus. Ž<P>SOLUTION: The fixing device includes the heat roller 71 which is configured by using a cylindrical conductor; a pressure roller 72 which is arranged to face the heat roller 71; a plurality of exciting coils A, B and C, which are arranged side by side in the axial direction of the heat roller 71 and induction-heat the heat roller 71; and a driving part 77 which moves the exciting coils A, B and C, independently of each other, in a direction where the distance between the exciting coils A, B and C and the inwall surface of the heat roller 71 is varied.
