<P>PROBLEM TO BE SOLVED: To achieve a structure capable of smoothly rotating an eccentric plate 2a and an input shaft 1a regardless of the deviated axial component applied to the eccentric plate 2a, and the moment based on the axial component. Ž<P>SOLUTION: A cylindrical sliding member 43 is provided on an outer peripheral surface of the eccentric plate 2a in the sate of being brought into slidble contact with both of a side surface of a lid body 35 and a side surface of a flange part 28a. The sliding member 43 props between the side surface of the lid body 35 and the side surface of the flange part 28a, and thereby, the axial component and the moment can be supported (removably supported), and the eccentric plate 2a and the input shaft 1a can be smoothly rotated.
