Disclosed is a simple method for producing a PTFE fine powder having low paste extrusion pressure characteristics. In the method, an aqueous emulsion of a PTFE, which is produced by emulsion-polymerizing tetrafluoroethylene in the presence of an aqueous medium, a fluorine-containing surfactant and a radical polymerization initiator, is agglomerated in the presence of one or more bulk density-reducing compounds selected from the group consisting of ammonia, ammonium salts and urea in an amount of 0.4-10 parts by mass per 100 parts by mass of the PTFE, thereby producing a PTFE fine powder.
