PROBLEM TO BE SOLVED: To provide a valve structure capable of facilitating assembly and generating uniform and stable damping force. SOLUTION: The odd number of 3 or more of long holes 11 along the circumferential direction are provided at an equal interval in the circumferential direction in an annular leaf valve 10. The even number of long holes 16 along the circumferential direction are provided at an equal interval in the circumferential direction of an annular leaf valve 15 and a passage 17 functioning as a choke is provided. The leaf valve 15 is overlapped on the leaf valve 10 to set length in the circumferential direction of each long hole 11, 16 in such a way that lap area W of the long holes 11 and 16 becomes substantially constant even if the leaf valve 15 is overlapped on the leaf valve 10 by any angle in the circumferential direction.
