PROBLEM TO BE SOLVED: To provide a video signal processing device and a video signal processing method by which sudden change in brightness is suppressed, arithmetic processing in the control part of a display is reduced, and light control processing in real time by the control part of signal output device is attained. SOLUTION: The video signal processing device 1 includes the display 3 having the first control part 31 which outputs a M-DUTY value for controlling the luminance of a back-light 37, and a STB2 having a second control part 25 outputting a S-duty value for controlling the luminance to the first control part 31. Initially, the first control part 31 controls the luminance based on a M-duty value. The first control part 31 reduces the M-duty value stepwise. When the first control part 31 determines that different between the M-duty value and the S-duty value is the prescribed value or less, a changer 34 is connected to the STB2 so as to control the luminance by the second control part 25.
