PROBLEM TO BE SOLVED: To preferably prevent diffusion to the peripheral sea area by adding a flocculant after once pumping up turbid sea water and promoting the reaction of the flocculant, adjusting into a most effective developing property, throwing it into the sea. SOLUTION: The turbid water is pumped up from a turbidity prevention form 2. A first inorganic flocculant is added into the turbid water to generate a flocculated solution. Flocks of turbid granules are formed in the flocculated solution. A polymer coagulant as a second coagulant is added therein. While the flocks of the turbid particles have an active coagulating effect, by feeding the flocks of the coagulated solution or the turbid particles into the sea water in the turbidity prevention form 2, the turbid particles floating in the sea water of the turbidity prevention form 2 are coagulated and settled down.
