<P>PROBLEM TO BE SOLVED: To provide a production process of a winding type electrolytic capacitor that controls generation of a short mode, and also to provide the winding type electrolytic capacitor. Ž<P>SOLUTION: The production process of a winding type electrolytic capacitor forms two or more insulating layers 6 on a surface of a sheet of insulating belt-like paper 12 with predetermined intervals in a longer direction (insulating layer formation process). Then, this belt-like sheet 12 is cut off at positions where the insulating layers 6 are formed, and multiple separators 5 are produced in which an insulating layer 6 is arranged at two respective end parts 5a and 5b (cutting process). Next, the separator 5 is placed between a positive electrode foil 3 and negative electrode foil 4 to start winding the belt-like sheet from one end part 5a of the separator 5 and ends winding at the other end part 5b (winding process).
