<P>PROBLEM TO BE SOLVED: To suppress overflow of a transmission buffer for accumulating packets to be transmitted to a terminal device and to prevent unfairness of throughput of flow between upstream and downstream and unfairness of a throughput among upstream flows, in a relay device connected to one or more terminal device through a network using a random access system. Ž<P>SOLUTION: A transmission buffer occupation state monitoring means 209 of a wireless LAN base station device 103 to be a relay device, monitors a use state of a transmission side buffer means 210. A reception side abandonment possibility determining means 208 and a packet abandoning means 206 probabilistically abandon data received from the terminal device via the wireless LAN in accordance with the use state of the transmission side buffer means 210 monitored.
