<P>PROBLEM TO BE SOLVED: To evade the collision of packets even when the reception information of the packets is not received from other terminals. Ž<P>SOLUTION: A transmission slot selection part defines only the slots 1 to 4 of the timing at which the moving distance of a vehicle becomes a prescribed distance or less from the timing of the slot 2 of a frame (n-1) when the packet is transmitted in the previous time among the slots 1 to n present in the next frame (n+1) when transmitting the packet this time as selection candidates (re-selection range). The transmission slot selection part selects an optional slot, the slot 1 for instance, from the slots 1 to 4. A transmission timing control part controls a transmission circuit so as to transmit the packet at the timing of the slot selected by the transmission slot selection part.
