<P>PROBLEM TO BE SOLVED: To provide a manufacturing method of a glass substrate for an information recording medium capable of controlling the generation of warpage and chipping, improving flatness, and reducing the number of times of cleaning. Ž<P>SOLUTION: The glass substrate for the information recording medium is chemically reinforced by chemical reinforcing processing 22 after a raw glass plate 11 is formed in the shape of a disc by the shaping processing 12. After the cleaning of the glass substrate by the cleaning processing 16, the substrate is subjected lap grinding processing 15, first grinding processing 20, and second grinding processing 21. In the lap grinding processing 15 or the like, the principal surface of the raw glass plate 11 is ground using a pair of surface plates in order to remove a reinforced layer 25 formed on the principal surface of the raw glass plate 11 in the thickness of half or more of the total thickness thereof.
