The present invention provides a flow control method, apparatus and system. The method includes that: a Media Gateway Controller (MGC) receives a signaling message carrying a congestion mark which is transmitted by a Signaling Gateway (SG) (601), MGC performs the flow control for the signaling message according to the value of the congestion mark (602). The present invention is also applicable to the separated SG group network and the SG group network residing in the MGW, realizes the flow control for the SG, improves the safety and the reliability of the SG, and improves the service quality.
