PROBLEM TO BE SOLVED: To provide a control device and a control method for an internal combustion engine capable of suppressing NO<SB>x</SB>quantity in exhaust gas discharged to atmosphere when fuel supply to the internal combustion engine is restarted after fuel supply to the internal combustion engine is stopped by a fuel supply stop means. SOLUTION: This control device for the internal combustion engine is provided with an exhaust gas purification means removing harmful matter in exhaust gas, a fuel supply means supplying fuel, an air fuel ratio detection means detecting air fuel ratio of air fuel mixture, the fuel supply stop means stopping fuel supply to the internal combustion engine by the fuel supply means based on operation condition of the internal combustion engine, a fuel supply control means controlling fuel supply to the internal combustion engine by the fuel supply means. The fuel supply control means performs planned air fuel ratio control for a predetermined period after restart of fuel supply to the internal combustion engine when fuel supply to the internal combustion engine is restarted after fuel supply to the internal combustion engine is stopped by the fuel supply stop means and fuel-rich demand exists, and performs target air fuel ratio control after a predetermined period passes.
