<P>PROBLEM TO BE SOLVED: To provide a fiber-reinforced cement-based soil improvement method for forming a soil improving body with toughness from fibers and a powdery cement solidification material. Ž<P>SOLUTION: In a step of performing an agitation operation during the descent of an auger, the powdery cement solidification material and soil of original ground 10 are agitated for mixing by jetting the powdery cement solidification material to a soil improvement range from pieces 24A and 24B of piping of the auger 30 by air pressure, while the ground 10 is drilled by the auger 30 until the auger 30 reaches an improvement depth in the soil improvement range. In a step of performing an agitation operation during the ascent of the auger, the fibers S, the powdery cement solidification material and the soil of the original ground 10 are agitated for mixing by means of the auger 30 by jetting the fibers S from a supply pipe 26 to the fiber reinforcement range to be reinforced with the fibers S, by air pressure, while the auger 30 is lifted.
