PROBLEM TO BE SOLVED: To provide an inexpensive laser oscillation medium for constructing a high-output laser. SOLUTION: As the laser oscillation medium, a plastic rod is used which is obtained by doping a transparent resin with a rare earth ion complex which is irradiated with predetermined pumping light to produce fluorescence, wherein the ion complex contains at least one rare earth ion selected from a group of Eu<SP>3+</SP>, Tb<SP>3+</SP>, Yb<SP>3+</SP>, Nd<SP>3+</SP>, Er<SP>3+</SP>, and Sm<SP>3+</SP>. The plastic rod is obtained by polymerizing, in a rod forming mold, for example: the rare earth ion complex containing at least the one rare earth ion selected from the group of Eu<SP>3+</SP>, Tb<SP>3+</SP>, Yb<SP>3+</SP>, Nd<SP>3+</SP>, Er<SP>3+</SP>, and Sm<SP>3+</SP>; and a solution containing a material monomer or oligomer of the transparent resin and a polymerization initiator.
