PROBLEM TO BE SOLVED: To provide a pneumatic tire manufacturing method in which vulcanizing failure resulting from air storage between a tire constituent member comprising thermoplastic resin or thermoplastic elastomer composition can be improved and its adjacent member, and to provide a pneumatic tire. SOLUTION: In the pneumatic tire manufacturing method with which a green tire is formed having a tire constituent member 9 comprising thermoplastic resin or thermoplastic elastomer composition with elastomer blended in thermoplastic resin and is then vulcanized, the adjacent member 4 has a route 14 for releasing air that remains between the tire constituent member 9 and its adjacent member 4.
