PROBLEM TO BE SOLVED: To enable an offset printing machine and method, and a printed matter to suppress a reduction in optical concentration or reduction in glossiness caused by unevenness on the surface of an ink layer. SOLUTION: An offset printing machine for printing the printing face of a running printing base material with quick-drying ink through a printing plate mounted on the outer circumference of a printing drum and a blanket mounted on the outer circumference of a blanket drum is provided with a counter-etching roll downstream of the printing drum and the blanket drum so as to counter-etch the surface of the quick-drying ink transferred onto the printing face by pressing the printing face.
