PROBLEM TO BE SOLVED: To maintain air-tightness between an inner frame and a lid body, in an under-floor inspection hole enveloping the circumference of the lid body from an upper, lower and side surfaces with the inner frame having substantially a U-shaped cross section. SOLUTION: The under-floor inspection hole enveloping the circumference of the lid body 12 from the upper, the lower and side surfaces with the inner frame 6 having substantially a U-shaped cross section, is integrally provided with a packing attachment plate part 16 that abuts on the lower surface of the lid body 12, bent inside from the tip end of the plate part 15 of the inner frame 6 mounted on the receiving part 7 of an outer frame 3 and provided continuously so as not to be mounted on the receiving part 7 to form a clearance relative to the lower surface of the lid body 12. An airtight packing 17 is inserted between the packing attachment plate part 16 and the lower surface of the lid body 12 over the entire circumference, furthermore another airtight packing 21 that press contacts the outer surface of the inner frame 6 mounted on the receiving part 7 is provided to the outer frame 3 over the entire circumference.
