PROBLEM TO BE SOLVED: To modify the surface of a film surely and continuously without inflicting thermal damage thereon even in the case of being a highly thin plastic film, utilizing such a surface-modifying technique as to jet the flame of a fuel gas containing a modifier compound thereagainst. SOLUTION: An apparatus having a function of modifying the surface of a film comprises a film-unrolling means (1) for supporting an unrolling roll (1a) rolled with a film (F), a winding means (2) for winding the film around a winding roll (2a), a flame-jetting means (3) placed along a film-traveling path and for jetting, against one side of the film (F), the flame of a fuel gas containing a surface modifier compound, a film-cooling fluid contacting means (4) placed in a position against the means (3), with the film-traveling path lying therebetween, and for contacting the other side of the traveling film (F) with cooling water, and a tension-applying means (5) for applying tension to the outside direction rectangular to the traveling direction of the film (F).
