<P>PROBLEM TO BE SOLVED: To further reduce the ESR characteristics of a solid electrolytic capacitor which uses a conductive polymer as a solid electrolyte. Ž<P>SOLUTION: In a capacitor element 1, in which an oxidized dielectric coating film is formed, the solid electrolytic capacitor includes a solid electrolyte layer composed of the conductive high polymer, and a cathode layer composed of a mixed paste of silver oxide nanoparticles and an organic silver compound obtained by first heat treatment within a temperature range of 150-160°C and second heat treatment within a temperature range of 170-190°C. The conductivity of the conductive high polymer is not impaired, and the cathode layer having high conductivity is formed, and the ESR characteristics of the solid electrolytic capacitor are reduced.
