PURPOSE: A cutter drum having a module cutter and a rotary cutting apparatus including a cutter drum and an anvil drum are provided to reduce the processing time and to facilitate the processing because the material of a cutter drum body in which a cutter and an anvil contact unit are excepted is high-speed steel. CONSTITUTION: A cutter drum having a module cutter is composed of a cutter drum body(100a), plural cutter modules(100b), a combining unit, and two anvil contact units(112). A housing groove is formed by cutting a part of the outer circumference of a body. The material of a cutter drum body is high-speed steel. The cutter module is composed of a base(150) and a cutter(160). The base is formed in a shape corresponded to the housing groove. The cutter is protruded from the surface of the base. The combining unit combines the cutter module and cutter drum body. The cutter module and the anvil contact unit are made of hard metal. The anvil contact unit of an annular band shape is stitched to both ends of the body.
