PURPOSE: A filter for controlling consumption of liquid substances is provided to maintaining the used amount of liquid materials uniformly by discharging and mixing raw water and the liquid materials. CONSTITUTION: A filter for controlling consumption of liquid substances includes an inlet(413,433), an internal container part(400), a first barrier membrane(401), a second barrier membrane(403), a pillar part(402), a mixed water pipe(406), and outlet(415,435). The pillar part includes an elastic part(404), and a side of the pillar part is formed on the top of the first barrier membrane. The mixed water pipe is formed between an inner circumference and an outer circumference of the of the internal container part. An insertion part(407) is formed on the top of the inner container part.
