A multi-tier venetian blind is disclosed. The venetian blind includes first and second spaced apart ladders suspended from a header rail. The ladders support a number of slats which include an upper tier and a low er tier. The blind also includes lift cords and adjustment cords. The lift cord s are connected to a bottom slat and are used lift and lower the slats. The adjustment cords are connected the ladders at a predetermined point and tilt the slats in the lower tier independently of those in the upper tier by movi ng the ladders at the predetermined point.
