PROBLEM TO BE SOLVED: To calculate a planned value closer to a corresponding result value in operation planning of a conducting and supplying pipe network for public water supply by adding, as a determination condition for replanning, another determination condition to a condition in which the difference between planned value and result value exceeds a designated value. SOLUTION: The water operation planning device 133 comprises a demand prediction part for calculating a predicted demand based on an actual demand; a planning part for calculating a planned value by calculation for optimizing the flow rate of each conduit and the water quantity of a facility according to the predicted demand; and a replanning determination part determining whether the difference between the planned value and the result value corresponding thereto is within a predetermined allowable difference or not and whether the difference between the predicted demand and the actual demand corresponding thereto is within the predetermined allowable difference or not, and controlling the demand prediction part and the planning part to execute calculations for replanning when either of the differences is the allowable difference or more.
