The device has a heating tube (12) surrounded with a high temperature insulator. The insulator is covered by a water sealed sheath until sufficient depth, such that hydrostatic pressure avoids boiling of sea water at initial temperature of fluid. A low temperature insulating envelope offers minimal constant thickness with respect to the exterior for elements contained in the envelope. The tube with high temperature insulator and sealed sheath is embedded in the low temperature insulating envelope for being placed close to and in contact with the envelope in any point of a sub-marine pipe (10).
