The device has a cam (3) carried by a rotary shaft and subjected to an action of a support unit (4) e.g. linear electromagnetic actuator. Application units (7) apply pressure force transmitting an effort on the cam by the support unit. The support unit is controlled in rotation that is collinear with the rotary shaft by rotary control units constituted by an electric engine (M2) and a gear (10). The support unit includes a pusher (4b) extending between a cylindrical support (5) and the cam, where the pusher is obviously moved in radial translation with respect to the support.
