<P>PROBLEM TO BE SOLVED: To solve a drawback, in the manner in which current RRM functions are performed, there are several conditions that may cause measurements for evaluating a radio environment state to be unavailable or invalid, it is possible that the measurements are simply not reported or a measurement report is corrupted over an air interface, in addition, the measurements generally have an age threshold, after which the measurement is considered invalid, and further, it is also possible that measurements are simply invalid because a radio link or the system has entered a transient phase that is undergoing stabilization. <P>SOLUTION: A radio resource control unit, which monitors air interface resources, includes: an air interface measurement unit for obtaining air interface measurements; a storage unit which stores air interface measurements and a corresponding timestamp; and a processing unit for processing the air interface measurements.
