PROBLEM TO BE SOLVED: To provide an apparatus and a method for processing an image, the processing efficiency of each of which is enhanced by shortening an initialization time and decreasing the access frequency to a main memory. SOLUTION: The apparatus for processing the image includes: a drawing device 107 for interpreting a document file and developing the interpretation in bit map data; a RGB band image memory area 105d for storing the bit map data; an initialization band flag memory area 105c for storing an initialization flag showing whether each pixel is overwritten correspondingly to the stored bit map data; an initialization flag ON means for initializing (ON) the initialization flag; an initialization flag OFF means for non-initializing OFF the initialization flag corresponding to the drawing pixel stored in an initialization flag storing means when the drawing is performed in the drawing device 107; and an encoding device 109 for reading the initialization flag and the bit map data, converting the read bit map data by using a value of the read initialization flag and encoding the converted bit map data.
