PROBLEM TO BE SOLVED: To provide a panel with a frame, which has a frame body preventing a deterioration in a holding function of an end of the panel, even if a protruding portion such as a burr is formed at the cut end of the panel, and the fence using the panel. SOLUTION: The end of the panel 2 with the frame is inserted into a groove portion 32 which is provided with a receiving plate portion 33 suspended at a spacing along the longitudinal direction of the frame body 3, and a holddown plate portion 34; a protrusive streak 35 is formed along the longitudinal direction on the inside surface of the receiving plate portion 33; an edge member 6 is mounted along the longitudinal direction on the inside surface of the holddown plate portion 34; the end of the panel 2 is inserted into the groove portion 32, and held in the state of being pinched between the protrusive streak 35 and the edge member 6; and a leading end 22 of the panel, which is inserted into the back side of the groove portion 32 from a sandwich portion, is locked by a fixing screw 7 which is screwed in from the holddown plate portion 34, so as to be inhibited from coming off the groove portion 32.
