PROBLEM TO BE SOLVED: To provide a method of manufacturing a panel for construction capable of facilitating production steps and of easily performing scrapping operation. SOLUTION: A pair of vertical frame members 11, 11 are disposed in such a manner that one side surfaces thereof coated with an adhesive agent 19 are opposed to each other at an interval. In this state, a core 12 is interposed between the vertical frame members 11, 11, and the vertical frame members 11, 11 are pressurized toward the core 12 side. The lateral both ends of the core 12 are joined to each other to form a vertical frame core 13 having both vertical frame members 11, 11 and the core 12 which are connected to each other. Next, the core 12 is extended by separating both vertical frame members 11, 11 of the vertical frame core 13 from each other. Lateral frame members 14, 14 are so interposed between the upper end section opposed surfaces and between the lower end opposed surface, respectively, as to be pressed against each other. Both end surfaces 14a of the lateral frame members are joined to the upper and lower end section opposed surfaces of the vertical frame members 11, 11, respectively, to form a panel core 15.
