<p><P>PROBLEM TO BE SOLVED: To block a water spray hole by leaving a part of piping as a pair of sleeves to use them as a closing cover of the outlet side of the water spray hole and bonding the sleeves having the water spray hole outlet side to the deeper position. <P>SOLUTION: The plane raw material 1 is bent to cause longitudinal side parts 2 on both sides to overlap, and each raw material is machine sewed linearly or welded discontinuously spacing from the edge 3 of these longitudinal side part. Thus, the longitudinal pipe part 4 to transfer a heat medium is constituted. The opposing sleeves 6 continuous to the wall of the above pipe part on which the water spray hole is positioned are formed in the deeper position while forming the water spray hole 5 located linearly in line with the side part of this pipe part.
