<P>PROBLEM TO BE SOLVED: To improve reception quality of uplink data at a radio base station by controlling, for each mobile station, a setting method of uplink data in a transmission signal. Ž<P>SOLUTION: A radio base station 2 comprises: an information storage section 19 for storing a transmission power value of a radio signal from a mobile station 3; a radio signal measuring section 14 for measuring a reception signal strength for the radio signal from the mobile station 3; a propagation loss value calculation section 16 for calculating a propagation loss value with the mobile station 3 on the basis of the transmission power value of the mobile station 3 and the reception signal strength; a power calculation section 17 and an uplink modulation control section 18 for calculating a desired transmission power value on the basis of the propagation loss value and controlling a setting method of uplink data in the radio signal by the mobile station 3 in such a way that a total transmission power value determined by the desired transmission power value does not exceed a predetermined maximum transmission power value; and a signal processing section 13 for extracting uplink data from the radio signal from the mobile station 3.
