PROBLEM TO BE SOLVED: To provide an object identification device, a method, and a program robust to lighting, hiding, and the like. SOLUTION: In order to process an image to be determined and the object image for segmented partial areas corresponding to designated contrast, an area segmentation processing means 110 processes normalization by segmentation. After the process, degree of similarity for each of the partial areas segmented into the partial areas by the degree of the similarity calculation means for the partial area 120 is calculated, and, based on these calculated degrees of the similarity, a determination means 130 determines if the image to be determined is the object image.
