PROBLEM TO BE SOLVED: To prevent an inappropriate route guidance by performing an appropriate route search in consideration of time restriction. SOLUTION: A route searching and guiding apparatus 10 includes: a route searching section 11 which, when it is determined that roads constituting a recommended route derived include a time-restricted road, determines whether or not a period of time during which the time-restricted road is closed to traffic falls within a range of estimated time of arrival; a route re-searching information generating section 14 which, when it is determined that the period of time during which the time-restricted road is closed to traffic falls within the range of estimated time of arrival, excludes the time-restricted road from candidates for the roads constituting the recommended route; and a route guiding section 15 that guides a moving body to move along the recommended route. The route searching section 11 derives another recommended route in response to the exclusion of the time-restricted road, and the route guiding section 15 guides the moving body along either a recommended route determined as including no time-restricted route or a recommended route determined as including a time-restricted road that is closed to traffic during a period of time falling out of a range of estimated time of arrival.
