<P>PROBLEM TO BE SOLVED: To obtain an appropriate word appearance probability of an added word, when a word absent in a language dictionary used for voice recognition processing etc. is added. Ž<P>SOLUTION: A first error value of the added word is obtained by using a language dictionary in which the added word and a first appearance probability of the added word are added to a pre-addition language dictionary in association with each other, and an evaluation voice data base. By using the first error value, it is determined whether or not, a false error of the added word is not likely to occur in voice recognition processing (that is, first relation is satisfied.). When it is determined that the first relation is satisfied, a large appearance probability which is larger than a first mid-appearance probability and a second mid-appearance probability is output, as the word appearance probability of the added word, and the language dictionary in which the added word and the word appearance probability are added to the pre-addition language dictionary in association with each other is output.
