PROBLEM TO BE SOLVED: To perform adjustment for the utilization rate of an electrical facility with a large amount of power usage and restriction on the usage of the facility, by using a card type timer for a general-purpose television receiver/telephone set. SOLUTION: An adopter 3 is connected to an existing card-type timer 1 for a television receiver/a telephone set via a modular jack 11 for receiving a timer operation that makes signal 12 available for the timer 1 and makes an electronic facility 2 usable, for transmitting a pulse with inverted polarities to the timer 1, in response to the usage of the facility 2, and for subtracting the frequency of the card, on the basis of the amount of the usage of the telephone set, so that the timer 1 can be put to practical use, and equipment having a large electrical capacity can be controlled with low cost.
