PROBLEM TO BE SOLVED: To start the control of an internal combustion engine for exhaust gas introduction at more appropriate timing. SOLUTION: Based on a real step number Ns of a stepping motor as an actuator for adjusting a rotation frequency Ne of an engine, a load rate kl, and the opening of an EGR valve, a real exhaust gas supply rate EGR is set as a ratio of exhaust gas actually supplied to an intake side of the engine (S210). When the real exhaust gas supply rate EGR becomes not smaller than a predetermined ratio Eref and the real step number Ns becomes not smaller than a predetermined step number Nref (S220, S230), the introduction of EGR is determined to have started. Usual control can be switched to EGR introducing control at more appropriate timing thereby, and the operation of the engine 22 can be stabilized at an early stage of the EGR introduction.
