A colored emulsion asphalt for pavement is provided to allow construction of a thin film of asphalt for pavement, and to realize excellent adhesion to a ground material, weather resistance, wear resistance, water resistance, high-temperature stability and low-temperature flexibility. A colored emulsion asphalt for pavement comprises: 1-10 wt% of styrene-butadiene rubber; 2-50 wt% of processing oil; 0.1-2.0 wt% of an emulsifier; 50-80 wt% of a petroleum resin; 0.01-2 wt% of a phosphate-based surfactant; 0.1-5 wt% of hydrochloric acid; and 30-50 wt% of water. The colored emulsion asphalt is obtained by the method comprising the steps of: mixing processing oil with a petroleum resin to obtain a base material; adding styrene-butadiene rubber mixed preliminarily with a phosphate-based surfactant to water, adding an emulsifier thereto and further adding hydrochloric acid thereto to adjust the pH to 2.0-3.0, thereby obtaining an emulsion; and mixing the base material with the emulsion in a colloid mill.
