<P>PROBLEM TO BE SOLVED: To easily determine whether a packet having been subjected to an encryption/authenticator provision process is fraudulent or not before finishing a decoding/authenticator verifying process of the packet. Ž<P>SOLUTION: This transmission terminal includes: a transmission part 140 transmitting a communication packet; an encryption part 120 encrypting the communication packet before transmitting the communication packet; and an fraudulence determination data setting part 130 providing the communication packet with fraudulence determination data for a reception terminal of the communication packet to determine whether the communication packet is fraudulent or not. The fraudulence determination data setting part 130 generates the fraudulence determination data by using at least a part of the communication packet based on a rule previously shared with the reception terminal.
