PROBLEM TO BE SOLVED: To provide an electronic pen unauthorization determining apparatus capable of determining whether or not a user who should describe a document describes the document, when the document is described using an electronic pen. SOLUTION: The apparatus includes a user identifying information accepting unit 31 for accepting user identifying information; a described information receiving unit 34 for receiving described information which is information described by the electronic pen; a corresponding information storing unit 39, in which corresponding information for corresponding the user identifying information with past described information corresponding to the user identifying information; a determining unit 40 for determining whether description relating to the described information is description made by the user who is identified by the user identification information, by using the past described information and the described information, after specifying the past described information corresponding to the user identifying information by using the corresponding information; and a determined result information output unit 41 for outputting the determined result.
