PROBLEM TO BE SOLVED: To provide a method and device for creating drawing data which improves counterfeit prevention effects for variables, and also to provide a printed matter using the creation method, and a creation program. SOLUTION: Binary image data including pixel values ä0} and ä1} is acquired, and enlarged image data is created by enlarging each pixel of the binary image data to n×n pixels (n is a positive even number). Then, the enlarged image data is divided into n×n pixels (n is a positive even number), and pixel values of all divided arrangements are replaced with ä0} or äα} (αis an integer rather than 0 and 1) according to a specified arrangement replacement rule to create arrangement replaced image data. The pixel value äα} of the arrangement replaced image data is converted to ä0} or ä1} to create extended image data, and an outline of the extended image data is extracted to create drawing data.
