<P>PROBLEM TO BE SOLVED: To precisely predict a time zone when the load of the processing of the control and monitoring of equipment to be managed by a local management device is reduced, and to reduce the burden of a processing for predicting the time zone. Ž<P>SOLUTION: This equipment management system is configured by connecting a local management device 1 to which an illumination control unit 5a and a measurement management unit 5b are connected for controlling and monitoring the illumination control unit 5a and the measurement management unit 5b according to a program and a program server 3 for storing update information to be used for the update of the program of the local management device 1 to a network 4. The local management device 1 searches a time zone when the schedule of the control and monitoring of the illumination control unit 5a or the measurement management unit 5b is reduced, that is, the load of processing is reduced based on an operation schedule acquired from the illumination control unit 5a or the measurement management unit 5b, and updates the program in the time zone when the load is reduced.
