<P>PROBLEM TO BE SOLVED: To provide an occupant crash protection device capable of adequately keeping the relative position between upper and lower airbags attached to a seat belt in the longitudinal direction of a vehicle during the inflation thereof. Ž<P>SOLUTION: The occupant crash protection device includes: a seatbelt device having a shoulder belt 11 and a lap belt 13; an upper airbag 27 inflated forward of the vehicle from the shoulder belt 11; a lower airbag 29 inflated forward of the vehicle from the lap belt 13; and a first movement restraining means 109 which extends downwardly from a lower side of the upper airbag 27 in its inflated state, and is arranged on the rear side of the inflated lower airbag 29 and restrains the relative longitudinal movement of the upper and lower airbags 27, 29 when the inflated upper and lower airbags 27, 29 are vertically brought into contact with each other.
