PROBLEM TO BE SOLVED: To provide a rope winch for a tugboat capable of imparting back tension according to advancing speed of the tugboat at an extremely low cost. SOLUTION: This rope winch includes a drum for winding a rope, an electric motor for rotating and driving the drum in a rope delivering direction or a rope winding direction, a drum control part for performing an inverter control of the electric motor to control rotation of the drum, a gear box interposed between the electric motor and the drum, a hydraulic fluid tank, a hydraulic motor interlocked and connected with the gear box, a flow passage switching valve for switching a flow passage of hydraulic fluid and a relief valve, and is provided with a hydraulic circuit incorporated in the gear box. The drum control part makes the hydraulic motor function as a resistor by switching a flow passage of the hydraulic fluid by the flow passage switching valve when the drum is rotated in the rope delivering direction.
