A beauty wash filter using PE-binder and plant powder is provided to manufacture a porous block filter by manufacturing a porous block using powder of natural plants as a main raw material, and continuously produce beauty wash for a long period of time by passing water through the porous block filter mounted on a beauty wash production device, and a manufacturing method of the beauty wash filter is provided. A manufacturing method of a beauty wash filter using PE-binder and plant powder comprises the steps of: mixing a PE-binder, a plant powder, an inorganic material and an antimicrobial, injecting the mixture into a mold, and pressing the mixture at a pressure of 0.3 to 0.7 ton/cm^2 for about 1 to 5 seconds; loading the mold into a drying furnace and heat-treating the mold at 150 to 250°C for up to 2 hours to obtain a pressed mixture, and molding the pressed mixture into a porous block; and opening the mold to remove a heat-treated filter(1) from the mold. The filter, which includes a protecting member, upper and lower covers(4,5), a hole for draining water and a filter path(2), comprises 100 weight parts of a PE-binder, 130 to 20 weight parts of a plant powder, 2 to 40 weight parts of an inorganic material, and 1 to 5 weight parts of an antimicrobial. The plant powder is any one selected from green tea powder, mugwort powder, pipe needle powder and herb leaves powder.
