PROBLEM TO BE SOLVED: To provide an intake air flow control device for an internal combustion engine wherein an intake air flow control valve 14 is disposed in an intake passage 6, a target opening is set so that the intake air flow is stronger in an area having a larger EGR rate in accordance with an operation region, and control is accurately performed with respect to variation of the EGR rate by variation of the operation region when the opening is controlled based on it. SOLUTION: When a target opening is varied by varying of the operation region, delay time for varying an actual opening is set in accordance with a variation amount of the target opening, and the opening of the intake air flow control valve is controlled by being delayed for the delay time. Concretely, the delay time is set shorter as larger the variation amount of the target opening is in the full-close direction, and the delay time is set longer as larger the variation amount of the target opening is in the full-open direction.
