<P>PROBLEM TO BE SOLVED: To provide an illumination control system whereby a sense of incongruity and a feeling of discomfort due to difference in the light control degree of each luminaire are alleviated, and energy saving effect can be expected; and to provide an illumination control method. Ž<P>SOLUTION: In the illumination control system 1, a plurality of luminaires 2 are installed in an illumination area, each luminaire including: an illuminance sensor 4 to detect illuminance; and a control means 5 which controls a light control degree so that the illuminance reaches target illuminance in accordance with the detected value of the illuminance sensor 4 and for which the lower limit value of the light control degree is set. The illumination control means 5 transmits a signal for demanding reduction of the light control degree to other luminaires 2 when the light control degree of the luminaire 2 reaches the lower limit, and controls light control so that illuminance detected by the luminaire 2 becomes close to the target illuminance, since the light control degrees of the other luminaires 2 are reduce based on the signal.
